Are you eligible for Handicap Parking Plates and Placards in Kentucky?
A licensed physician needs to certify your impaired mobility stating that you meet the eligibility requirements. Specifics that differ from the general eligibility guidelines include:
- You can’t walk 200 feet without rest
- You are restricted due to lung disease
- You are severely limited in ability to walk because of an arthritic, neurological or orthopedic condition
- You lost the use of one or both legs or both arms
- You’re legally blind
Agencies and organizations that transport disabled individuals or patients may also apply to receive handicap parking privileges.
What is the Kentucky application process for Disability Parking Plates and Placards?
You can get the Application for Disabled Person’s Special Parking Permit (Form TC 96-204) by going to your County Clerk’s Office or printing the document online.
You and your Kentucky licensed physician just need to complete and sign the application with all necessary information. Once you finish this quick application, you can submit it to your County Clerk’s Office. A list of all County Clerk Office are provided below.
If you’re applying for disability plates, there is a $21 initial cost to receive the plate. You need to return your old plates to your County Clerk’s Office before receiving the disability plates.
How long are Handicap Parking Plates and Placards Valid in Kentucky?
Depending on the disability plate or placard, permanent or temporary, the validity varies.
- Permanent: valid up to 2 years
- Temporary: valid for 3 months or less
For your convenience, Kentucky handicap plates and placards just need to be renewed by the July 31st expiration date on the plate or placard. The annual renewal cost is $21.
You will need to fill out the Application for Disabled Person’s Special Parking Permit and mail or bring it to your County Clerk’s Office.
Are there Kentucky Disabled Veteran Plates?
Disabled Veteran Plates are available to Kentucky resident veterans with a 50% to 99% service-connected disability certified by the Veterans Administration. The surviving spouse of the former disabled veteran who also meets eligibility requirements may also utilize this plate.

You will need to complete the Application for Disabled Person’s Special Parking Permit and provide the proper documentation from the Veterans Affairs or other federal agency to prove discharge and service-connected disability.
Once you complete and receive the needed documents, you need to turn it in to you County Clerk’s Office with a $26 initial fee.
After experiencing the benefits of the Kentucky Disabled Veteran Plates, you need to renew the plate by the July 31st expiration date. Similarly, you can appreciate the benefits of Social Security Disability after filing a claim.
Can I report Handicap Parking Abuse?
Sadly, there are instances where people who aren’t entitled to handicap parking privileges and don’t have any impairment misuse handicap parking spaces, plates, and placards.
If someone parks in handicap parking space and is able to move easily without issue to a destination, there’s a possibility they shouldn’t be parking there.
Misuse of disability and handicap parking spaces are against Kentucky law, if abused you could be subject of a fine of between $20 and $100 for each offense. Under no circumstances may a vehicle block handicap spaces.
You can report handicap and disability parking abuse by immediately contacting local authorities and property owners. Local authorities in Kentucky also have the ability to call-in a disabled placard or plate to determine eligibility.
