Collecting off of a parents income

My daughter is applying for SS disability. She is now 39 and never been on any kind of assistance. She has had numerous low paying jobs. She suffers from so many issues. Bipolar, anxiety disorder, Wolf Parkinson White syndrome and just recently discovered a brain tumor, inoperable. Because of the brain tumor, she had hydrocephalus and only two weeks ago had EVT surgery to reroute the backed up fluid. All that said, the doctors believe that she has had the brain tumor since birth which may or may not have caused various problems. My question is if she qualifies for SS disability, can she collect on her dads income since she had this before age 18.
