Ssi overpayment

We lived in a camper while building a house. They okayed it. Then a year later changed their mind & said it wasn’t ok. I called our ssi agent & he said he didn’t know why someone else went in & decided it. She didn’t even work in his department & what we were doing is okay. He said he would check into it. He stopped calling us back. We received a couple of bills regarding it. Then we stopped receiving bills. Haven’t in several months. We are trying to figure out if it means they are not trying to collect on it? Are they going to take our tax refund? I was wondering if anyone else has been in a similar situation & how it was handled?
